U flag and black flag

The situation

After two general recalls the committee flies a black flag (or a U flag) for the next start. In the final minute Leo is just over the line, inside the triangle between the line and the first mark.

The question

What happens to Leo, and is it different for the U flag versus the black flag?

The ruling

Leo is disqualified without a hearing for being in the triangle during the last minute. With the U flag (rule 30.3) he's DSQ — but if the whole start is recalled or abandoned, he may start again. With the black flag (rule 30.4) he's DSQ and cannot be redeemed even if there's a general recall and restart; his number is posted and he's done for that race. Both are far harsher than the I flag, so under these flags you start conservatively.

Key point

U flag: over-early in the last minute = DSQ (but a restart wipes it). Black flag: DSQ that a restart does NOT wipe.
