On the Same Tack, Overlapped
When boats are on the same tack and overlapped, the windward boat keeps clear of the leeward boat.
Overlapped boats on the same tack: the leeward boat (the one farther from the wind) has right of way. The windward boat must keep clear. The leeward boat may sail up toward the wind, but rule 16 limits how it may change course.
