Mark-Room — Overlap Breaks
An outside boat overlapped at the zone still owes mark-room even if the overlap later breaks before the mark.
Mark-room is decided at the moment the first boat reaches the zone and isn't lost if the overlap later breaks (rule 18.2(a): a boat required to give mark-room must continue to do so even if later an overlap is broken or a new one begins). Here the outside boat is overlapped as they reach the zone, then drops back so the overlap breaks before the mark — but she still must give the inside boat room to round. The obligation locks in at the zone; falling behind doesn't release it.
