Two Boats Tacking at Once
When two boats are tacking at the same time, the one on the other's port side keeps clear.
While tacking, a boat keeps clear (rule 13). When two boats are tacking at the same time, the tie-breaker is that the one on the other's port side keeps clear. Once they settle onto the same tack and one is overlapped to leeward, rule 11 takes over.
